Category one side to complete group
Pompey will face Charlton and Crawley in the Checkatrade Trophy during the 2017/18 campaign.
A category one under-21 club will complete Southern Group A when the draw is made at 3pm on Wednesday, July 12.
The Blues will face either Brighton, Chelsea, Fulham, Reading, Southampton, Swansea, Tottenham or West Ham.
One of the matches against Charlton and Crawley is to be played at Fratton Park, as well as the encounter with the category one club.
The top two teams in each group progress to the knock-out stages. A penalty shoot-out will be held after a drawn game, with the winners gaining a bonus point.
