Lee Brown believes a slimmer squad can help Pompey achieve success during the 2020/21 campaign.
The new salary cap also includes regulations that limit the amount of senior players a club can register.
But Brown hopes that it will be easier to build bonds between the team, as the Blues prepare their latest bid for promotion.
And the defender enjoyed a recent training camp in Essex, which culminated with a 2-0 friendly victory over Norwich U23s.
He said: “We haven’t played for more than five weeks and so it’s nice just to get your legs going again.
“You can train as much as you like, but it’s the 11v11 stuff you need and we’ve all been given 45 minutes.
"We’ve got a bit of a smaller squad this season and that helps to build connections, which is so important."

“Many teams will be looking at Wycombe and thinking ‘how have they done that? – they’ve done it through team spirit and that can be undervalued at times.
“We looked sharp and fit against Norwich, but there’s still a long way to go – I’m sure we’ll be ready come the start of the season.”
Brown opened the scoring against the Canaries with a fine free-kick, with Ronan Curtis also converting a set-piece moments later.
The left-back joked: “That’s me as the joint top scorer in the squad, so I’m proud of that and it’s why I’m dealing with all the media!
“It is what it is. You don’t really count them in pre-season, but it’s still nice to put a free-kick away and get off the mark.”
