Pompey were beaten on penalties in their League One play-off semi-final with Oxford.
The sides went into the Kassam Stadium contest level at 1-1 and a neat Marcus Harness finish gave the Blues the lead.
But Ellis Harrison inadvertently nodded into his own net and there were no more goals, so a shoot-out was required to see who would make it to Wembley.
John Marquis, Gareth Evans, Lee Brown and Oli Hawkins all scored, but Cameron McGeehan's effort was saved, allowing Cameron Brannagan to hit the winning penalty for Oxford.
