It is the Blues' first competitive away game since a 1-0 defeat to Crawley last November.
And Jay Sadler's side have not made a trip to the Welsh Capital since they enjoyed a 2-1 victory over the Bluebirds back in 2019.
Pompey began their National League South campaign with a thumping 5-1 success over Plymouth last week.

It was not such an enjoyable outcome for Cardiff, however, who fell to a 3-0 defeat at Crawley.
They were sitting comfortably in sixth position last term before Covid-19 ensured the campaign was curtailed.
But they had only managed to play four league matches and came out on top in three of them.
