The Northern Ireland under-21 international signed for Pompey from Glentoran in June 2023.
He had made 35 appearances for his previous club after joining them from Dungannon Swifts a year earlier.
Devlin helped them finish third in the Irish Premiership, then win a play-off to qualify for the Europa Conference League.
He has not yet represented his country at senior level, but has been called up to take part in training camps.
